I also couldn't get the junk mail filter to do anything at first.. I was 
patiently marking all my junk mail and moving it manually to the junk 
folder, but still it never did anything on its own. I went to the 
bugzilla site and apparently there is a bug that requires many people to 
first select some good messages and use the "mark selected as NOT junk" 
before it will start working. This fixed it for me.
