Hello all,
The US Army War College publishes a quarterly
review titled "Parameters." Two articles in the Summer
2002 issue caught my eye
Technology and Change
"Emerging Technologies and Exponential Change:
Implications for Army Transformation," by Kip P. Nygren
http://carlisle-www.army.mil/usawc/Parameters/02summer/nygren.htm
and
"The Effects of Technology on Our Humanity," by D. Keith
Shurtleff
http://carlisle-www.army.mil/usawc/Parameters/02summer/shurtlef.htm
See also:
Future Warfare and the Decline of Human Decisionmaking

I haven't yet read any of these, and I cannot vouch for
their worth. Indulge my observation that the US military
introduced the idea of exponential change into its
professional journals--before it grew obvious.
P.S.: Greg, I mentioned the first article at lunch today.
