    1. The war isn't about size of nations, its about behavior. In the glorious
    21st century, its rather easier to hand off bio, nerve gas or nukes, to a
    friendly bunch of bandits who will do your bidding, then it is to launch the
    war yourself, in the open. The CIA called this "plausible deniabilty." The
    trick is to, after the attack, act friendly and offer sympathy to the
    American people, medical assistance, etc. Would the intelligence agencies of
    the attacked party find out who the real culprit is? Maybe and maybe not,
    especially if a nation state is ruled by whimps (not to be confused with the
    dark matter particles) who would state: "Gee whiz, if we retaliate, we'll be
    killing the innocent Iraqi people! Weep!"

    2. If you prefer the North Korean method, its purchase Soviet and Chinese
    plans for missle systems, work with friendlies like Pakistan and Iran, to
    help each other develop a nuclear offense; and then threaten South Korea,
    Japan and the USA with intercontinental reach.
