I can't honestly say. However, I can say that in every case of which I am aware,
when they built a toll road or bridge and claimed they'd stop charging toll after
{date|the road is paid for|...}, they never have. Duplicity? No, surely not.
That revenue stream just slips into the budget as a "gimme".
