You will be going too far to call it a division.

This is probably meant as a slap on the wrist to DE and FR, as they are
meeting over the heads of the other EU members and are trying to call
the shots.

This letter, which does not say anything that DE & FR hasn't allready
agreed with, seems like a "friendly" reminder that there are other
nations in the EU than the 2 big brothers.
