Unpack it this way:

As a consequence of that notice from Foresight staff, I deduce I will not
be getting permission, am disinterested in bugging them further _for_
permission; and absent any explicit permission, it appears [for all the
legal reasons you mention, which I *am* aware of, thank you kindly, Lee]
that I am not authorized to release my transcript.

Said permission _was in fact mentioned explicitly as a precondition in
an elided portion of the start of this thread_.
