There's no such compression standard as Winzip. It's a Windows application
which happens to be able to unzip that document, which actually is
gzipped PostScript document. Not an Adobe Acrobat (pdf) file.
GhostView/GhostScript should be able to open it, once you associate the
.ps file type with the GhostView application.
