viral-dna therapy carrier infection risks?

Does anyone have any views on the merits of viral based dna therapies such as hypothesized in Wired June 02 (for IGF-1 muscle therapy)? Are these safe? Would using laser-twisted dna in stem cells be a safer approach, though more difficult technologically?

I guess I'm specifically wondering about risks of infecting others with your dna virus (your carrier for your therapy)...
