This looks like an instance of the Progression Meme, the persistent and recurring idea that hierarchical order implies the extension of metaphors to include ever widening orders of organization. Thus, many people have attempted to extend the idea of electrons circling atomic nuclei, and planets orbiting suns, to galaxies as molecules in some meta-universe.

I don't see it that way. Genes and memes form two aspects of one function, namely reproduction.

Up, down... what comes next?
Light, dark... what comes next?
Positive, negative... what comes next?
Entropy, extropy... what comes next?
