The article said that the law was referring to state owned utilities
that are being 'extorted' by independent power producers. Not all
utilities are privately owned. Many cities own their own electrical
distribution utilities. Sacramento, for instance, is its own electric
company, but with less power generation capacity of its own than it
distributes to its customers. Its private companies like PGE that have
power surpluses and are selling to the public owned utilities.
