The time it would take - for citizens to thoroughly read the bills being
voted on, debate every bill that comes up (not just the ones that
attract much press), et cetera and so forth - is enough of a cost.
Legislative processes, like most processes, seem to flow naturally
towards the most efficient if not constrained (say, by a dictator's
wish to retain power).
