Solution 2: Render the federal gov't (*any* federal, or in fact just
plain any, gov't on Earth) obsolete by creating places to live that are
physically beyond the reach of any current gov't. Orbit would be an
awfully tough place for 'em to police if the only ones who can spare the
resources to get there are the ones who want to live there, no?
