In Japan, as in the rest of the world, the synergistic advancement of science
and technology is becoming increasingly important. This is not just to cope with
the many problems facing the international community during this time of dynamic
change, but also to contribute to the advancement of global science, technology
and society in general. The effort is carried out at all levels of the
government and private sectors through an organic configuration working within a
highly charged atmosphere. Here, competition and cooperation intermingle while
providing alternative views.
An influential producer of science and technology is the Science and Technology
Agency (STA). The Ministry's major mandate is to establish science and
technology policy, though it also promotes and conducts wide-ranging R&D in the
fields of energy, space and marine science as well as general science and
technology. Its role of coordinator, especially during this time of new and
uncharted phases of growth and development, is not solely within the government
administration and its triangular links with industries and universities, but
also extends to scitech activities within the international science community.
