I don't ordinarily publicly announce that I'm plonking people; I usually see it as an "I have the last word, nyahh nyahh" sort of thing. However, I regard using a high-priority email to announce a non-time-sensitive message, on a subject that most of us are *entirely* sick of hearing about and which is at most peripherally relevant to the basic charter of the group, as a violation of basic netiquette strong enough to merit public reproof. The capital letters and exclamation points are simply icing on the cake of cluelessness.
