The problem with using anencephalic bodies is that the head doesn't develop properly without the brain, and becomes literally flat. Might be an esthetic and functional problem (in addition to all the ethical, political and huge practical problems).

I think tissue engineering is the way to go. In the next century, Frankenstein won't need to get used body parts, he can just clone tissues from Igor.
