The artist still has to eat, have a roof above her head, etc. The governmen will be taxing on those things.

Note that at the moment artists can play at any theater without being taxed over the "intellectual property" they are passing on to their spectators.

Instead, they are taxed over the money they get from the visitors, on the house they own, the fuel they buy, etc...
