I doubt if breaching the reactor containment vessel is required although it
is likely with a direct hit. The spent fuel rods are often stored in outside
water pools and a crash and burn of a jetliner with a full fuel load would
likely spread more radioactive waste over a large area.

Americans are not very good at protecting the infrastructure as it costs
money and lowers profits. PanAm went into receivership in part due to the
legal costs of one plane bombing. You would have though other airlines would
have taken that as a warning and really tightened security. They did not.
