Check out "Guidelines for Humanitarian Interventions" by
Richard Haass the Brookings Institute. (named in Feb. 2001 to be director of
policy planning, U.S. Department of State)

point 1. The United States should be prepared to intervene militarily on a
selective basis for humananitarian purposes.

point 2. If force is used, it is best that it not be limited to air power,
that it be used early in a crisis, and that it be employed decisively rather
then gradually or incrementally.

etc 8 other points including don't do it alone if at all possible and do it
only to save lives, not for political reasons.

That is don't get involved in some of our past African humanitarian disasters.
And this looks like it would be one.
