short-selling before the attack?

This could also leave to a nice application: the CIA should observe the
market movements to predict and prevent terror attacks. It would clearly
an extropic approach.

An even more interesting approach is a financial aid to the thirld world
and islamic countries in insurance stocks. Of course the details are not
clear (They should not sell the stocks immmediately etc...)
The idea would be to make the governments financially interested in the
security of USA.
