This libertarian thinks we (the US) should strike back only at persons we
can prove were involved in planning or executing the strikes. Leave the
rest of the people alone. No "retaliation" against countries for the
possible acts of their leaders.

They initiated the use of force, and we are justified in responding in the
same manner, but with a bit of intelligent discrimination in choice of targets.
