Not very likely. First, we don't know who is behind this. It
could even have been disgruntled US or a set up. Second, there
is no reason to believe everyone who works for any terrorist
group would have similar appearances. Third, internal passports
would raise all kinds of political hell that would make the
small deterrence effect not at all worth it.
