On the contrary, I can see a very good reason why a 100% reliable
system would be opposed by some. If we never develop any missile
defence it gives smaller poorer nations a chance to eventually catch
up with the superpowers. How different this world would be if
every nation had a large number of nukes and ICBMs.
The political agenda of much of the world is not necessarily *peace*
but rather *equality*.
