The last two, I'd suspect. The main argument (which is not totally
without merit) seems to be that an imperfect shield will give everyone
an excuse to act as if we were impervious to nuclear attack, when in
fact we are not, with negative consequences when the imperviousness is
put to the test (say, with attacks designed to overwhelm our defenses
and do X damage, when in fact it passes right through and does X^2
damage, or with an attack that is supposed to be a "warning shot" and
not actually kill anyone).
