Did anyone else's brain explode trying to decipher the above
logic? Let me try,

    An argument for nobody getting the benefits of germ line
engineering is the question of who would decide who gets the
benefits of germ line engineering.

This is like asking a jury if they really want to let a
murder suspect live. Guilty until proven innocent.
