For some technical and circumstantial details on what's known of the
classified psi work:

An assessment of the government psi programs closed down in the mid-90s was
conducted by American Institutes of Research (AIR) at the request of
Congress and the CIA .That assessment by Hyman and Utts is at

http://www.mceagle.com/remote-viewing/refs/science/air/hyman.html

and

http://anson.ucdavis.edu/~utts/air2.html

and Utts's additional comments are at

http://www-stat.ucdavis.edu/users/utts/

An informal 4-part commentary by one of the military remote viewers, Paul
Smith, starts at

http://www.crviewer.com/pj-crv-site-pages/airmx01.html

and is worth a quick look.
