www.thirdvoice.com. It resembles crit.org redone as a browser-side plugin, in that it allows publicly-readable annotations of web pages. Doesn't appear to support any filtering/scoring capability yet. It's only available for IE right now, so I haven't tried it yet. Supposedly a Netscape version is coming "soon".
