I disagree. The people who post excessively are exactly those who don't maintain subject line discipline. And why should the workload of filtering be shifted to the _readers_? So far, my consistent experience has shown that content carriers don't bother with filtering. They just leave.
Voting mechanisms for excluding noncomplying posters are easy enough to implement with a few 10 lines of a scripting language. Authentication tokens make it pretty hard to forge, too.
