Hmm, so the strongest animals are the insects since they have the
largest strength to body mass ratio? I wouldn't trust a simple ratio
to determine intelligence, the scaling of sensory and motor cortex is
far from linear. Intelligence (however defined) is a property of
behavior rather than the body (which produces behavior).
