Yes, Fleming sought it just so he could prevent people from doing it,
and also published a book called "If We Can Keep a Severed Head Alive".
IMHO a rather reasonable approach if you think you have invented
something bad or risky: make sure there is a delay before it is used,
and try to get a good debate going beforehand.
