Why would they? Even completely rational agents might have different values
or competing goals. Imagine bigendian and littlendian tiplerite SIs
struggling with control over the collapse of a closed universe: it doesn't
matter which direction collapses the fastest, but both got started on
opposing projects simply because they were not in causal contact and now risk
losing a lot if the other collapse scheme is implemented.
