I hadn't heard about this. Sounds interesting, 'though highly risky, to say
the least.

I read somewhere recently that the UN, I believe, is busily building roads
across Djibouti, as well as upgrading their port facilities in the capital
city, also called Djibouti, right there on the Gulf of Aden, all for the
purpose of delivering food aid to Ethiopia. One might have thought they
would have considered similar infrastructure projects in Somalia, but I'm
sure UN folks aren't anxious to go back there, and they also probably like
having a centralized government bureaucracy to deal with.
