A very interesting discussion.

It might be relevant to look at Hernando De Soto's writings for his
look at why the second world has not succeeded yet, and _Guide to the
Perfect Latin American Idiot_ by Plinio A. Mendoza about why so little
may have happened ideologically in Latin america. I have not read them
myself, but some of my friends speak highly of them.
