Are you saying that governments cannot innovate? Corporations cannot
innovate? What makes you think that individuals are required for
innovation? Was the space program the product of a single individual?
Was it pursued strictly for economic goals? What individual developed
the atomic bomb in his basement? Governments (and government-like
entities) drive innovation all the time; they represent the best way
to concentrate the resources (both material and manpower) to realize
those innovations.
