It's the latter case. The list admin, David McFadzean (david@javien.com),
had previously manually approved relevant messages without that message, so
it is merely a change in procedure. [Hint, if you see that on one of your
messages, you might resubscribe from your current email address].

I don't want to get into a description of vaporware here, but I don't mind
telling you what we *aren't* doing: we are not working on a collaborative
censoring system. We want the content you see to be a matter of choice.
