I have "friends" who "hypothetically" carried such devices on covert ops
in foreign countries. I also have it on good authority that there are
several Russian devices of similar construction believed to be in CONUS.
The general philosophy of the U.S. government is to keep the relative
idiots from transporting nukes into the country. "Rational" and
intelligent enemies don't represent nearly as big a threat, even if they
do have the capability.
