rules only exist for us, to prevent their transgression, to control
actions, to control societies, to shape otherwise chaotic masses.
the universe does not have 'choices' as to whether or not to follow its own
rules.
it may work in certain tracks of repeated behaviour, but it doesn't 'break'
its own rules, it cannot.
(anomalies are a description of our own imperfections in creating working
models)
Our mental spreadsheet has never even pretended to 'describe reality'
it has only been an experiment that has found enough coincidences to
perpetuate itself.
