Per all my friends in defense and strategic studies (academia and
professional), Putin is a weasel and should not be trusted. Their
assessment is that he is a talented manipulator and aggressive
opportunist who hearkens back to the height of the Cold War. The fact that
his power base in that government is the KGB certainly doesn't help.
There is an expectation in the defense and intelligence community here
that in a few years we will start to see the results of clever and subtle
(or not so subtle) manipulations on the global scene by the Putin
government. The Russian government has a long track record of being very
good at this and many believe that Putin will be one of the best
practitioners in a long time.
