You're right, it isn't anywhere near that effective. The lethal dose is extremely small (a few micrograms, I think), but there are big practical problems in actually delivering it. Under ideal conditions an artillery shell carrying several pounds of nerve gas might create a lethal cloud a few hundred yards across lasting several hours. In the real world you would normally need hundreds of tons of nerve gas, delivered by thousands of widely spaced bombs, to kill even the majority of the population of a major city.
