Security through authentication

Just read a suggestion of implementing secure communications
through authentication, rather than encryption, technology.
The method involves adding "chaff"/noise to the message, with improper
authentication. It can make unencrypted communications as secure as
encrypted. Also, the U.S. gov't doesn't demand registration of
authentication keys.
