I am not a lawyer, nor do I play one on the Internet, so I'll leave
most of this to the experts, But one item I can address, the
constitution does not apply to military bases/personnel on foreign
soil, it does not apply to military bases on U.S. soil, it is
superseded by UCMJ, This is the very first thing they point out to
you in boot camp, (at least in the USMC.)
