Aha, now I recognize Mill's ideas. If he really claims potassium can
act as a catalyst for moving hydrogen to a lower energy state, then he
must explain why seawater (which contains potassium) has not decayed,
as well as why most stars still contain hydrogen since they also have
trace amounts of potassium.

One should judge claims on solid evidence, but in choosing what claims
to judge given finite time and energy it is usually a good hint to
look for the "mad inventor style" and put such claims low on the
list. This style is surprisingly consistent between cases (there is a
psychological paper waiting to be written on this subject, that seems
certain).
