Q: Cloning = germline therapy?

Are the techniques for cloning the most likely techniques for germ-line
gene therapy, such as eliminating genes for Down's syndrome?

If so, can someone come up with a list of syndromes with genetic
causes, that we can use to write letters to our local newspapers
pointing out the benefits of cloning technology?
