I think the fundamental point is that generally when you try to use force
to prevent the development and use of a technology, all you do is give
people a false sense of security which prevents them from adopting
realistic defences. Such a world has far less long-term security than a
world where the technology is unrestrained and people must develop
defences.
Which is safer: a world where nanotech is banned but can be developed by
small groups of fanatics, or a world where we all have numerous layers of
active shields to protect us?
