You're thinking a bit too high level. The warlords my problem is about
would never sign such a contract. They are not (directly) interested in
the welfare of their people; they're in it for themselves. Even if they
did sign, they'd often as not ignore it once those who pressured them
into signing have turned their attentions elsewhere.
