Dictionary definitions have nothing to do with laws. Almost all sodomy laws
include oral sex as well. In Florida, sodomy laws do not even require a
penis to be involved. Believe it or not, the law was specifically amended
to allow mothers to breast-feed their babies! Florida is famous for vague
laws.
It occurred in a public shopping mall parking lot. The girl was only
topless while Bush's genitals were exposed. The charges considered were
sodomy, public exposure of genitals, and sexual misconduct. All charges
were dropped after his identity was established, but it indicates what kind
of activity was involved.
