I saw the show, the implication was that the bursts are common enough in each
galaxy, that each galaxy may be 'sterilized' every few hundred million years,
often enough to make really advanced civilizations rare.
Didn't Eagen have a great plot line aabout gamma bursts in Permutation City,
or am I thinking of another book???!?
