Most of these seem like reasonable restrictions to me, but without
an immediately accessible purchase-prohibited list (say, online and
by 1-800 number) and the requirement for all public and private
sellers, including gun shows, markets and pawn shops, to check it
before sale, the law is unenforceable. I have no problem with insta-
check as long as it is thorough. Abuses of the information and
"fishing expeditions" could be constrained by requiring both buyer
and seller to request access before it is granted; driver's
license/state I.D. and/or SSN should be sufficient to prove that both
are indeed requesting same. Also, the retention of copies of bills
of sale or purchase receipts should be required for both buyer and
seller, to provide confirmation that the firearm did indeed transfer to
the approved party rather than another.
