If dues and payments at time of freezing don't cover the cost of labor and
infrastructure maintenance, then you've set the price too low.

Jack up the cost for the service and hire enough people to do the job.

If this is worth doing, you should be making a profit.

Why hasn't the pricing been set to reflect true costs and an adequate level of
profit?
