One very nice idea is the Zubrin/Gingrich Government "prize" idea.
The government defines the goal, puts up a bonded prize, then its
up to investors and industry to see if they can do it. As discussed
in the "Case for Mars", there could be a number of very doable
sub-goals with lesser awards.

Could even lead to some degree to the "privitization " of NASA (as the real
clever folks exit stage left for the stock option arena).
