Uh, not in my town (Berkeley).
Pot and LSD are sold openly on Telegraph Avenue in the middle of town. Pot
is smoked openly. To get crack, heroin or cocaine you have to leave the
upscale shopping district at least.
MDMA and other psychedelics are also easily available at raves, but I doubt
you could get heroin there. Drug availability appears to be largely market
driven.
